I think once Trump got in and realized what he was up against, there was no way he could prosecute Hillary. The DOJ, FBI, CIA, et al were stabbing him in the back, stymieing him at every turn, and prosecuting him so hard he was fighting for his (political) life. Even now, he may be hampered by residual Deep State actors in those agencies.
